Abstract
Starting with the analysis of the economic rational behavior, it is pointed out that it is hard to make the market economy rational. Referring to the government rationality issue proposed, it is held that a good government behavior is not more than a limited rational one. An analysis is made on the issue of non-nationality of the government behavior with the public choice theory.
