The Achievement of Public Rationality and The Construction of Effective Government

To construct the Effective Government,we should not only focus on institutions roles or external evaluation,but giving more attentions on Validity of the Effective Government.In this article,we solve three key problems:First,the connection of Effective Government and Public Rationality;second,roles of Ideal Speech Situation in the construction of Communicative Rationality;Third,the identity between Communicative Rationality and Public Rationality.Communicative behavior as the original human survival mode is the fundamental route to brings individual rationality together.With this,we get Public Rationality which has publicity in authority,superiority in cognition and ethics.This is where the Validity of Effective Government comes from.
