Abstract
The government of Sui dynasty strengthened its control on Hainan province by territory granting and county system building.The central government of Tang dynasty,on the one hand,followed the way of the former dynasty and admitted the family of Fengxian as the dominant of Hainan;on the other hand,pushed hard the county system to replace local regime forces.But,the regnal intent had been overthrown so continually by local people that lord-attached counties got prevailing on the island.This paper draws a picture of the implementation of the control policy by central government on Hainan,and discusses the variance of the policy in the period.
