Abstract
Protection of the privacy is an important part in the protection of citizens' rights in modern law-based countries. However, protection for the privacy is inevitably in conflict with another basic right of citizens-the right to know. The legislation of right of privacy and the right to know is becoming more urgent as China joins WTO. It is an important task to solve this conflict between this two rights.
