Abstract
At the present time,government invalid powers has been widely accepted as asocial economic objective phenomenon.Just as the study of market failure is not to deny the functionsof market,the purpose of studing government failure is also not to deny the functions of government.Instend,it is to prevent government failure in order to bring into full play the government functions in the process of interfering economy.
