Abstract
On the fundation of analysing the relationship between land reclamation and three dimensional rurual issuess,the paper had summarized the results and deficiencies between them.And it also brought to gerenal plans which aimed at sloving the three dimensional rurual issues and land reclamation,such as drawing up territorial control plans,enhancing the department joint,inegrating audit-related funds,strengthenig the built of enviornmental development and respecting the public wills.
