Abstract
The classification of public property and private possessions provides a theoretical basis for the supply of public service by government. However, strict distinctions between public property and its service are rather complex and these two parts have something in common, which determines that the supply of public property only by government can not optimize the allocation of resources, hence the marketization of public service comes into being. As practice manifested, the marketization of public service has gained favorable effect in the decrease of government expenditure and the improvement of the quality of public service. But this marketization, as a complicated social project system, requires several conditions to ensure its successful implementation, such as the mature market-oriented economy, the democratic public decision, the legal government action, the effective technological support. Also, adhering to the principle of fairness, public services and multi core during these marketing operations can make the marketization of public service under control and achieve anticipated effects in a sound way.
