The Public Financial Thinking of Improving the Government's Public Service Ability

The Sixth Plenum of the 16th CPC Central Committee has proposed the issue of social harmony is the essential attribute of Chinese characteristic socialism,and in the process of constructing social harmony,the mission of public finance is to perfect public financial system,to adjust expenditure structure,to use more financial fund in the public service field .This article will discuss about the meaning of government's public service and the adjustment of government's function,the idea of public service,the safeguard of financial resource and its providing way,etc.
