Abstract
The report of the 17th people's congress of the party requires improving the public finance system based on promoting the equalization of basic public services and the construction of the main body functional areas.The basic task that public finance assumed is to protect government operations,support economic construction,adjust income distribution,provide with public services and public goods.According to the requirements of constructing a socialist harmonious society,to improve the public finance system,we must place key point in the promotion of the equalization of basic public services,the transformation of government functions,the optimization of the area of government investment and expenditure structure under the premise of supporting economic development and guaranting the building of political power.
