Execution of Administration Right in University and Protection of Educated Right of Student

The voluntary right of university administrator isn't civil right, but the law authorize and the government admit quasi administrative right;The reason that divest the students educated right (as be expelled for school) should be made by law,the educated right is the constitution right,it couldn't be divested except the law permission.
