The judicial variation in the administrative litigation is associated not only with the relations between administrative power and judicial power, but also with the strength and extent of the supervision of judicial power to administrative power. It's necessary for us to newly define the judicial variation theoretically, to analyze the defects of present rules, to break the frame of present law and its judicial explanations, and finally to improve the judicial variation in the administrative litigation.
