According to our constitutional system,the administration power and the judicial power are designed separately under the people's congress system,people's courts exercise judicial power independently according to law is a fundamental judicial principle established in our Constitution.People's courts as the organization exercising the judicial power publish a document concerning the exercising of judicial power,together with the administrative authority,which violates the constitutional design and is not conducive to the implementation of the ruling strategy according to law,and ultimately would undermine the judicial credibility and judicial authority.
