Abstract

A thing has to be valuable and controllable and governable to the subject to be property.Natural,non-possessable,hard-treatable and holistic,natural resources are improper to be or be regarded as property.An emphasis of the non-property character of natural resources will pave the way for establishing scientific values,realizing multielement value,enhancing the completion of a legal system of natural resources to overcome the ecological and resources crisis facing human society.
