Abstract

Based on an analysis of misunderstandings of novelty assessment users in application for scientific projects and achievements and their manifestations,stress was laid on the necessity of education for novelty assessment users,popularization of knowledge about novelty assessment,and expansion of novelty assessment service by making full use of network platform and bringing the role of consignors into full play in novelty assessment.
