Abstract

The new policy in late Qing Dynasty was an important period from traditional society to modern one.The reform in policy,economy,culture and military led to qualitative or quantitative change.The traditional system in policy,economy and culture was departed.The organization of modern society came into being.To some degree,it was a new starting point and an accelerator from the traditional society to the modern one.
