A Study on the State's Criminal Jurisdiction over the Territorial Sea

Abstract
The safety at sea is seriously menaced by crimes at sea.The state's criminal jurisdiction over the territorial sea is based upon the territorial jurisdiction.The right of innocent passage for ships of all states in the territorial sea confines the state's criminal jurisdiction over the territorial sea in comparison with the criminal jurisdiction over the land territory.The system of our country criminal jurisdiction over the sea still has some shortness and it should be perfected by amending the penal code and basic sea laws.
