Abstract
In accordance to the natural attributes of territorial sea and the international law,the paper discussed territorial jurisdiction over territorial sea,and maintains that the crime infringing the internal order of the ship within the territorial sea must be brought under the jurisdiction of the flag country and the sea edge country can not put the crime committed on board within the territorial sea under its own jurisdiction with the exception of four circumstances. The sea edge country can not put the crimes committed before the ship enters its territorial sea under its jurisdiction except that the crimes infringe the sea environment.
