Abstract
With the rapid development of industrialization and urbanization,the asset value of rural collective construction land is gradually protruded.It is an indisputable fact that large amount of construction land were transferred.However,although the usufruct transfer of the collective construction land is strictly limited by the law,disordered transfers of collective construction land are still existed.Through analyzing the transfer pattern and existed problems in collective construction land transfer,the author believes that the direct transfer of collective construction land is an institutional innovation.A theoretical analysis is made to this transfer mode and some countermeasures are proposed for regulating the transfer of collective construction land.
