On Law Management Environment of Advance of Science and Technology and the Transformation of Concept of Development

Man-oriented, comprehensive, harmonious, and sustainable concept of development provides the new guiding theory for China's science and technology development. We have to adjust the development and progress of science and technology to the new concept of development, which also applies to the science legislation that provides the favorable external management environment for the development of science and technology .As a kind of social activity, science activity needs a favorable law management environment. This paper is concentrated on how to regulate the science activities such as the research and exploitation of science and technology , and how to speed up the translation of scientific and technological advances into practical productive forces and widely apply them as well as how to strengthen legislation and management of science during this new period.
