Reconsideration and Enlightenment of Hong Kong Public Housing Policy

Hong Kong's public housing construction in those early years,which offered a safety net for social development,supported Hong Kong's economic transformation.The long-term housing strategy which implemented since 1987 improved real estate industry development,real estate became an important influencing factor of public housing system.Thereafter,some reform measures such as Hong Kong Housing Authority is reorganized to a financial autonomy institution,the Home Ownership Scheme is suspended,and public housing's construction target reduction had an effect on the development of public housing system.The guarantee of residents' habitation is core of housing system;housing security system should be an important social policy instead of a supplementation to economic policy.Mainland government should use Hong Kong's experience for reference,avoid economic over dependent on real estate industry,establish government-oriented housing security system to protect residents' habitation,and ensure the impartiality of housing security system by government leading and support.
