Abstract

The level of citizens' participation reflects the society's construction quality.Our society's rapid,healthy and harmonious development demands widely expanding citizens' orderly participation in politics.It is an important project in building our public participation system to speed up the transformation of the government's function,to strengthen the system so as to ensure the citizens' effective participation and to realize their full participation from the basic democracy construction level.
