Public goods' effective and fair supply has become one of important issues that exert impact on our current economic and social development.According to the Public Choice Theory,external cost of government's public goods supply behaviors are closely related to the prospective of the dysfunction of the public decision-making system and the lack of public decision-making behaviors。So,it's necessary to optimize the public decision-making behaviors in order to avoid external cost of government's public goods supply behaviors.
