Abstract

Establishment of the modern university system and the reform of the talent training model are two important ways to enhance the quality of high education. The law of the relation between the internal and external of high education is seen as the basement and evaluation criteria to guide the reform of the modern university system which means the university should not only meet the needs of society but also follow its own development logic. With the millennium development, western universities follow this logic:the ideas produce the system and the system reflects the ideas, building up the modern university system which makes their own culture adapt to external environment.Based on the above, the article tries to explore the reform of modern university system in our nation at two levels and four dimensions of the relations between internal and external of higher education. It holds the view that the reform of the modern university system should abandon the either-or mode of thinking and maintain an appropriate tension in the following four dimensions:university autonomy and government intervention;theivory towerand service station;the academic power and administrative power and the general education and professional education.
