Abstract

Trade unions should understand their own position, foster ideals of overall situation and great trade unions and safeguarding rights. They should be good at changing the government's relative policies into effective means of safeguarding rights. They should also set up a mechanism of safeguarding rights in the uncommon situation, actively safeguard the legitimate rights and interests of workers and staff members, share government's cares and burdens, and make a contribution to social stability. 
