Abstract
Since the mechanism reform guaranteeing the rural compulsory educational funds was carried out in China, the rural compulsory education has taken on a new look, but also with some problems: the effect of squeezing out exists in the fund investment into compulsory education of some rural areas; the main contradictions have changed in the rural compulsory education; the budgeting system of rural primary and middle schools is not perfect yet; the guaranteeing level of rural compulsory education is still low; teachers' income cannot be insured; there is too much debt in the popularization of nine-year compulsory education. The countermeasures to the above problems include having the governance in place, raising the level of investment into the compulsory education, regulating strictly the budgeting management, enhancing the supervision and inspection, clearing off the debts in the popularization of nine-year compulsory education and urging the governments at different levels to take on their responsibilities in guaranteeing the compulsory education.
