Abstract
With the development of agriculture and transport facilities,towns in the Yangtze-Hanshui plain made rapid progress in Ming and Qing dynasties,which played an important role in the development of business and communications as well.But at the same time,the problem of flood in Ming and Qing dynasties affected the function of the towns,restricted the development and even destroyed their prosperity.How to deal with the relationship between towns, economic development and the problem of flood is an unavoidable problem both then and nowadays.
