Abstract
This paper contends that the inharmonious development between urban construction and urban management has impeded the urban development.It points out that the improper urban planning decision,the land-control system and the inefficient urban infrastructure management system are the radical causes.It brings forward that only to settle down these problems from the institution and mechanism can realize the harmonious development of urban construction and urban management.
