Abstract

This paper attempts to clarify the definition of urban growth and urban development and to analyze the effects of urban planning on promoting urban development in China's rapid urbanization and modernization by discussing some hot issues.From urban-rural planning perspective,it argues that the keys to make the urban growth more effectively promote the urban development are rational urban orientation and development target,talents deployment,urban self-sustaining accumulation mechanism,infrastructure development mechanism,and the legal management,supervision and institutional renovation of urban-rural plan formulation etc.
