The starting point for the theoretical system of a discipline must be the most concise and abstract essence extracted from the most common and universal phenomena of the targets studied,which has a uniform and dialectical relationship with the starting point of history.The logical starting point established in the light of this principle contains prescriptive theories of the discipline.Holding environmental injury as the logical starting point of environmental law is a compulsory choice,the prescriptive features of which have been demonstrated a little in the previous environmental law researches and they will be envisaged more clearly in the future.
