Abstract
This paper holds that morality resource is a special kind of valuable social asset and that in the context of WTO priority should be given to strengthening political morality construction and epitomizing the social climate so as to augment new advantages in Hainan. The strengthening of political morality construction should, first of all, involve cadres' cultivating the notion of always being the public servant for the people in their mind. Secondly, efforts should be made to perfect political morality planning and to speed up relevant legislature. Thirdly, proper supervision mechanism should be set up, and finally exploration should be made into the objective principles of political morality construction and education in political morality should be consolidated.
