Abstract
Influenced by the enlightening thoughts of the West, basing on the Chinese traditional law culture and the special political situations in the late Qing Dynasty, Yanfu advocatded for the first time Chinese people's rights to equality and freedom and proposed the capitalist principle of administering the country by law. He also emphasized the importance of independent legislative authority and judicial power. All these thoughts owned him the first capitalist enlightening law thinker in modern China.
