Abstract
The author uses Malmquist index approach to analyze the technological efficiency of capital allocation between regions from the static and dynamic points,and uses Panel Data model to study the correlation between independent innovation capability and technological efficiency,so as to detect the source of development of technological efficiency.The results indicate that there is no equilibrium between regional technological efficiency.Independent innovation capability represented by innovation patent can improve technological efficiency,but independent innovation capability featured by RD input has no apparent impact on regional technological efficiency,which means that there exist institutional barriers in innovation input mechanism.
