Abstract
Service government is the role played by modern government. The nature of democracy has determined the service function of the government. The controlling government is the mistaking function of the democratic government. The market economy has put forward the demand for the return of the service function of the government. To realize its function, the government must change its status, define its functions, attach attention to the service quality and break down the monopoly of public goods supply.
