On Program-Oriented Government and its Significance in Building a Service Government

Since the reform and opening-up and after two transformations,Chinese government aiming at a government of public service has finally established its pattern of development.However,the building of a government of public service requires a high social modernization,i.e.,maturity of market,high polarization of society,maturity of citizen society,high political positioning of law and total openness of government finance.But it is not mature yet in China.Mode of government of public service aims at public service as its ultimate orientation and also is a transitional government conforming to Chinese actual conditions.Its nature determines that we can choose this government form as a transition to the government of public service.
