Empirical Research on the Impact of Regional Innovation Environment on Regional Innovation Efficiency

This paper analyzes the regional innovation environment's influence on innovation efficiency with DEA-Tobit method based on statistics of 30 provinces in China from 2003 to 2007.The research shows that the overall level of regional innovation efficiency is not high and there is no obvious development either up or down.It also finds that workers quality,entrepreneurship and financial environment have distinct relation with regional innovation efficiency while the first two have the positive and the last one the negative relation.The difference comes that based on certain investment of technology and human,the better financial environment will cause funds investment redundant and slow down the innovation efficiency.It also proves that infrastructure and market environment have no distinct relation with regional innovation efficiency.
