Abstract

In the modern society,almost every country's modernization was related to its national strength and political power, the decision-making leader played a very important role.And so did modern China.But the arrogant and conservative the government of Qing Dynasty was unable to grasp the opportunity and lost the chance by the leadership of modern China's modernization.
