On Financial Policies for the Development of Vocational Higher Education

Vocational higher education is a kind of higher education parallel with academic higher education. From the view of theoretic origin, vocational higher education is a kind of quasi-public product, is an important approach of education investment and enhancing human capital benefits, and the fundamental objectives of developing vocational higher education is to enhance comprehensive progress of economy and society. Therefore, national public financial departments should provide support for the development of vocational higher education, and the policy suggestions are: clarifying the responsibilities of central government and local government in the development of vocational higher education, reform financial funding model and raise development funds for the development of vocational higher education by various approaches.
