Abstract
Comprehensive economy evaluation was carried out for 23 counties of Shenyang Economic Region with the methods of PCA and GIS. Big differences have been found among the counties, with a spatial pattern of economic development higher in the middle area and lower level in the east and west. The economic development is generally low with an internal imbalanced economy for each county. The development countermeasures were proposed such as using Gradient Propulsion to narrow down the differences of county economy gradually, building one axis and two wings to coordinate the development of space pattern, and strengthening and balancing the county internal economy by supporting the strong and weak aspects of the economy simultaneously.
