Prevention and Solution to the Moral Risk Caused by Government's Corrupted Behavior

As the administrative ruler of social public rights, it is necessary for the government to pay some costs when providing public service for the society. But if government becomes a composition of public benefit and self benefit through vacancy and overstep, it will inevitably lead to mediocrity, inefficiency and corruption and cause serious moral risk.
