Abstract
As the administrative ruler of social public rights, it is necessary for the government to pay some costs when providing public service for the society. But if government becomes a composition of public benefit and self benefit through vacancy and overstep, it will inevitably lead to mediocrity, inefficiency and corruption and cause serious moral risk. So it is urgent to change government functions, strengthen external restraints, reform the system of budget management, set up a strict duty ascertaining system of approval and corruption punishing system to prevent moral risk.
