Abstract
The alienation of government power exists.The result of this alienation is that public policies deviate from the aims of public administration and the corruption of government personnel.Reasons for this alienation include both conflicts of interests between the government and society and lack,inefficiency of policies,and the morals of administrative personnel.To prevent the alienation,it is important to avoid conflicts of interests.For this purpose,first,the construction of democracy should be intensified;second,government behavior should be standardized;at last,the moral awareness of administrative personnel should be raised.
