On“Responsibility to Protect”and Value Order of Tolerance and Diversity

Theresponsibility to protectis new concept and norm about human rights protection,which requires that each individual Sovereign State should assume and perform significant to protect her domestic populations.In case one State is unable or unwilling to undertake and fulfill such responsibility,international community has the to intervene and take necessary actions for protection.Considering uncertainty and divergence exist in understanding the concept of the responsibility to protectand specific application thereof;and in order to properly interpret and practice and to prevent from abusing theresponsibility to protect,tolerance and diversity of international community should be insisted,and accordingly,domestic human rights protection should be under the guideline of tolerant and diverse human rights values within the corresponding international order.
