From the Responsibility to Protect to the Responsible Protection

The responsibility to protect aims to provide sufficient guarantee of human rights and a new framework to coordinate the relationship between sovereignty and human rights.In the past ten years,the concept has been gradually accepted by the international society.Yet,there still remain several critical defects in the concept itself,such as the lack of supervision,constraints,and accountability mechanisms.The practices of The responsibility to protect in particular regional issues have caused far more concerns on the possibility of its abuse.It is highly likely that certain countries could overthrow other developing countries regimes and threaten the world peace by abusing the responsibility.In this case,steps must be taken to establish the international law mechanism,consolidate the role of the United Nations Security Council,clarify the nature of this responsibility,improve the authorization and oversight mechanisms,and strictly limit military intervention so as to lead the development of the responsibility into the correct orbit.
