Abstract
Combining with the characteristics of higher education, this paper sums up the STEP structure of teaching quality in university based on the teaching goal and resource constraints, and uses factor analysis and structural equation model to make mathematical analysis and empirical test with the dimension structure of teaching quality. Research results show that the quality of teaching in universities includes three dimensions: the abilities of students, the abilities of teachers and teaching resources integration process. And it shows the teaching in university is a process of interaction between teacher and student behavior, also is the process of education resource integration. So, we should pay attention to the management and control of the process to realize the education resources integration.
