We discuss the goals of expanding the land factor market and the government's role in the land transfer process,taking into account the current operating conditions of the land transaction market in Shanghai—China's urban land resource allocation mechanism.After discussing the existing characteristics and problems of the Shanghai industrial,commercial,and other land transfer markets,we recommend basic market-oriented measures to optimize and improve market functions.
