Abstract

Abstract: All-embracing for the overlordship.the summary by Xun Zi of the main political character of the Qin Princedom since the Shang Yang's Reform,meant that since the Xiao Gong's reign, Qin embraced diverse schools of thought and appointed their adherents,disregarding their different origins of schools, helpful for seizing the hegemony. The essence of the policy .stressing on the legality and loving the people and getting the trust from the people, had been the development of Qin's political tradition since the regime's founding, while the idea of destiny was the deepest-rooted motivation. The prevailing issue that Qin resorted only to the school of legalism and rejected all the other schools has not held the essence of Qin's government.
