A preliminary study on construction and evaluation of index system on circular economy development: exemplified by Nanjing

Abstract
The article chooses four index systems,namely reduction,reuse and recycle,socio-economic development and the eco-environment construction according to the meaning of circular economy development,basic principle followed by index system of circular economy and status quo of the circular economy development in Nanjing city.It contains 25 index endowed with weight and number.Using comprehensive appraisal model calculates circular economy degree of Nanjing city during 1986 to 2002 and China in 2002.The result shows: the level of circular economy development is higher in Nanjing than the average of our country,the development of circular economy has been ascending all along and its speed is very quick,but the development process takes on wavy and phase in Nanjing city owing to the influence of social economy,eco-environment construction and government action.Index system of circular economy development is not invariable due to circular economy has different development characteristic in different regions.Therefore,when the index system is used by other regions,it should be adjusted to strengthen its maneuverability.
