Abstract
The writing attempts to expound the regulations and practical use related to the pilot tests of small loan companies by beginning with the interpretation and practice of the theory on small loans in foreign countries,put forth the inadequacy of legal systems in small loan companies,elaborate on the importance and urgency of establishing the legal system and at the same time propose that more such companies be set up in our country so as to promote the development of our rural economy.
