The civil right to know is one of the basic rights of citizens in modern society. The accomplishment of this right relies on the fulfillment of government information publicity, which is the necessity to realize the right to know. However, there are still many problems concerning the right to know and government information publicity. We should change our mindsets and further clear our understanding to construct the Chinese system of civil right to know and government information publicity.
