Disucssion on the targeted model of township government and its realization way

Township government reform is of great significance to new countryside construction in our country.The construction of service government in our country requires that reform of township government be transformed from resource-drawing government to service government.The realistic basis for its transformation are pressure system′s leading to the misplace of township government function and the lack of its public service function,the lack of township financial resource′s resulting in the insufficiency in public service,township government′s lack of effective integrity and expression system of public opinion leading to the improper supply structure of public products in the countryside.The theoretical basis are respectively the theory concerning the relationship between right and power in political science,new public service theory in science of public administration and theory of administrative rule by law in administrative law.The transformation ways are straightening out the management system of county and township government,transforming the function of township govern ment and establishing service administration pattern.
