The Citizens'Right to Know and the Openness of Government Information

The right to know is a requisite of democracy, of people's welfare and of democratic governing. It is safeguarded by international law and domestic law. The right to know is wide-ranging, consisting of the right to find out, the right to collect and to use information and correct it. The object is the administrative information possessed by the government. At present, there exist a number of problems in implementing the right to know. In light of this, legislation on government information should begin as soon as possible and the idea of information openness should be changed and electronic government should be strengthened.
